MISA licensing for Saudi Arabia from Pakistan, filed while you stay in Pakistan

Every Pakistani company or person investing in a Saudi company registers with the Ministry of Investment (MISA) first. Send us your SECP papers as PDFs; we tell you which originals need the MOFA apostille, file the registration on the MISA Investor Portal under your power of attorney and answer MISA for you.

  • Filed online in Riyadh
  • No travel to Saudi Arabia
  • Fixed fee for the agreed scope

The short answerA Pakistani investor gets a MISA licence, now called MISA investment registration, by filing certified and apostilled SECP documents with the Ministry of Investment. MISA aims to process a complete file in 10 working days and notifies its fee on approval; it must be paid within 15 business days or the registration is void.

What we handle

MISA services for Pakistani investors

A first-time Pakistani investor needs the activity check and the MISA filing, which comes after the MOFA apostille on your SECP papers and before the Saudi LLC and its CR. Trading and engineering files also need the special-category review, and the annual update and amendments follow once the Saudi company is trading.

01

Activity eligibility check

We match your business to Saudi activity codes and confirm it is open to 100% Pakistani ownership before any stamping.

02

MISA registration filing

Application prepared from your SECP papers and filed online under your power of attorney.

03

Special-category activities

Trading, engineering consultancy and other activities with MISA conditions. A 100% foreign trading company needs SAR 30 million capital and a presence in at least three regional or global markets, then commits to invest SAR 300 million over five years (or SAR 200 million plus a manufacturing, R&D or logistics target) and to train 30% of its Saudi staff each year.

04

MISA questionnaires

Answers to MISA follow-up questions, which are due within 14 working days.

05

Annual MISA update

The yearly update of your registration, with its notified fee, on your compliance calendar.

06

Amendments

New shareholders, capital or managers recorded with MISA and then on the CR within 30 days.

How MISA registration works from Pakistan, step by step

MISA registration from Pakistan runs in six steps, three in Pakistan and three in Saudi Arabia. The Pakistani half, from SECP copies to the MOFA apostille, usually takes longer than MISA's own review.

Timings checked against MISA's Investor Guide (13th edition), which still says “certified by the Saudi Embassy”; for Pakistan, the MOFA apostille takes that place.

The MISA timings Pakistani investors plan around

MISA's Investor Guide (13th edition, 2026) sets the clock for a Pakistani file: about 10 working days to process a complete application, then 15 business days to pay the fee once MISA approves it.

What MISA needs from Pakistan

Documents for MISA registration from Pakistan

A Pakistani company registering with MISA sends six documents. MISA's own list is the shareholder's registration and its last year's financial statements, plus its parent's registration if the parent is from another country; we add the board resolution and power of attorney. We review the PDFs first and list which originals need the chamber stamp and MOFA apostille before you pay any stamping fee.

Investing personally from Pakistan? You need a passport and a bank reference instead of SECP papers, but the general permissions for individuals in Chapter 20 of the SBP's Foreign Exchange Manual cover listed shares, not a stake in a private Saudi company, so speak to your bank before you plan the capital. Companies should check their State Bank of Pakistan route before money moves.

MISA questions from Pakistan

What Pakistani investors ask about MISA

Is a MISA licence still needed for a Pakistani investor?

The licence was replaced in February 2025 by MISA investment registration. A Pakistani company or person still has to register with MISA before forming a Saudi company.

Can a Pakistani company hold 100% through MISA?

Yes, in activities open to foreign investment. A short list is closed, and some activities carry extra conditions, which our activity check catches first.

How long does MISA take for a Pakistani file?

MISA aims for 10 working days once the file is complete. The Pakistani paperwork before it, the chamber stamp and the MOFA apostille, usually takes longer than MISA itself.

When is the MISA fee paid?

MISA notifies its fee when it approves the registration, and it has to be paid within 15 business days or the registration is void. The annual update works the same way, with its own notified fee, and MISA now checks that your company's registration in Pakistan is still valid. We put the confirmed figure into your quote.

Do I need to visit Riyadh for MISA?

A Pakistani investor never has to visit Riyadh for MISA: we file the registration online under your power of attorney.

Can an SMC-Private company register with MISA?

An SMC private limited company registers with MISA like any Pakistani company. Our File B is a Saudi company owned 100% by one.

What if MISA asks questions?

MISA expects answers within 14 working days. We answer them for you and only come back to you if a document needs replacing.

Does the State Bank of Pakistan need to approve first?

MISA doesn't ask for SBP approval, but capital can't leave Pakistan outside Chapter 20 of the SBP's Foreign Exchange Manual. IT companies and other exporters invest under general permission through their bank; other companies need the SBP's prior permission. We plan both timelines together.
